Seems as if the contest interlopers should listen before they transmit. They basically own it and RTTY has lots of room upband. Well, they say possession is 9/10ths of the law, and the FT contingent occupies that 3 kHz sub-band 24/7/365 and the RTTY guys a few days a year.
